141 Report: GSAP Rollout at American, PA State Council Conference

Safety First. The culture of working safely drives everything we do as a union. Dave Lehive welcomes back Dennis Spencer, District 141 Safety Coordinator at American Airlines to update us about the rollout of the GSAP safety reporting system at American. 

Asia McClain, a GSAP Advocate from Local 561 in Kansas City, Missouri, joins the conversation to share her views on how the implementation of this important safety program is going and how it has improved safety at her station. 

Front-line workers have filed over 100 GSAP reports since the program began at American on March 29, 2021. There are 100 safety advocates from the IAM/TWU Association throughout the American Airlines network who have received training on GSAP protocols. Dennis is still recruiting advocates and conducting training sessions to make sure there is a trained GSAP advocate at every airport. Asia praised the program as an opportunity for workers to voice safety concerns and how it prevents managers from “shutting you down and not listening.” 

Having the FAA and neutral parties reviewing problems at ERC meetings has already improved the safety culture at Kansas City, and both guests agreed that while there’s a lot of work to do, GSAP will improve the safety culture for all members of The Association. “Members need to be informed about this program because it gives them a voice. Problems are looked at from every perspective,” said Asia. 

“No more sweeping things under the rug.”

In the second part of the video, Dave reports on the in-person gathering of delegates of the Pennsylvania State Council of Machinists for their conference in York this week. They welcomed John Fetterman, Lieutenant Governor of Pennsylvania, Josh Shapiro, Pennsylvania Attorney General who spoke about voting rights, and several members of the Pennsylvania congressional delegation, who participated both in-person and virtually. 

Hasan Solomon, IAMAW National Legislative Director, spoke at the conference about the ongoing fight to protect labor rights and the importance of passing the PRO Act, the most important labor reform legislation in a generation. In his signature style, Brother Solomon reminded everyone that “If you’re not at the table, you’re on the menu.”

Machinists & Aerospace Union IP Martinez Leads Call for Airline Worker Relief With Schumer

Airline workers are grateful for the extension of a relief program that brought thousands of frontline aviation workers back on the job, IAM International President Robert Martinez Jr. said on a virtual call with Senate Majority Leader Chuck Schumer (D-NY). The IAM is North America’s largest airline union.

Martinez led the call of IAM airline workers with Schumer, along with Transportation General Vice President Sito Pantoja and District 141 President and Directing Chair Mike Klemm.

“Without this much needed relief, our airline membership faced dire economic consequences,” said Martinez. “Many didn’t know how they were going to pay their mortgage or rent and put food on the table.”

The airline Payroll Support Program (PSP) expired in September 2020, but was extended in December through March 31, 2021. The relief program is keeping hundreds of thousands of frontline airline workers on the job as the industry reeled during the COVID-19 pandemic.

“My family was nowhere and got places because of the union movement,” said Schumer. “Here’s an example of why people need unions. If there was no Machinists Union, we wouldn’t have had this bill.”

At the IAM’s urging, and with the support of Schumer and Speaker Nancy Pelosi, the relief program went directly to workers, not airline CEOs and executives.

“Although the four month extension of the PSP is not enough, it will still keep us from total disaster until a real recovery plan can be put in place,” said Martinez. “You have my word, the Machinists Union is totally committed to fighting for a recovery package that will lift up all workers and meet the demand of a vaccine distribution and full economic recovery.”

American to Conduct Recalls

With the recent approval of the Payroll Support Program (PSP2), we have been working to make sure Association represented employees who were impacted in the October reductions are recalled in accordance with the Collective Bargaining Agreements. After several discussions with American Airlines management, your Association Leadership has been informed that, beginning Tuesday, January 19, 2021, notices for Article (6) preferential recall will be sent via FedEx to those members who were reduced, displaced, bumped or furloughed.

A few key highlights that members need to be aware of:

  • This recall process was not a given and several hours were spent by the Association Leadership working to make sure all affected Association represented employees are recalled to their station in accordance with Article (6) of their Collective Bargaining Agreement where they had Station Protection.
  • Association represented employees who were affected under Article (6) and have remained active may accept preferential recall under Article (6) or they may decline such offer and stay in their current status, classification and location. However, by declining, they will forfeit their Article (6) preferential recall for any future openings.
  •  Association represented employees who were affected under Article (6) and have accepted furlough will also receive preferential recall notices under Article (6). In some locations where furloughed members are being recalled, those furloughed members may choose a Voluntary Personal Leave of Absence (VPLOA), as described in the Collective Bargaining Agreements, where the Company determines the full recalled manpower is not operationally necessary. Such VPLOA is determined by the Company using Classification seniority of those who are recalled from furlough only.
  • Association represented employees who were affected under Article (6) from the Mechanic and Related or Material Logistics Specialists agreements from FLL and SJU will not be recalled at this time and will remain in their current status and location since the Company has determined they do not intend to reopen those two locations at this time.

Association Local & District leaders were briefed on many of these recall details on a conference call yesterday afternoon; however, at that time we did not yet have the date recall notices would be sent out. Abusive Protesters Prompt New Flight Restrictions at American Airlines

Abusive and disruptive acts by Trump supporters prompt American Airlines to impose new restrictions on flights to and from Washington, DC.

Repeated attacks on flight crews and passengers involve confrontations over face masks, racist and verbal attacks against other passengers, shouting at elected officials, and a “9/11-style threat” broadcast on a radio frequency used by commercial pilots ahead of the protests. 

Following a deadly insurrectionist riot at the Nation’s Capitol on Wednesday, American Airlines has announced new restrictions on Washington, DC flights. The measures are intended to protect flight crews, who have been the targets of numerous politically motivated threats over the past week. According to one union representing flight attendants at the airline, workers have been “forced to confront passengers exhibiting politically motivated aggression towards other passengers and crew.” 

“This is not a political debate. This is a growing trend of increasing abuse and hostility directed at airline workers, and it is unacceptable,” said Mike Klemm, President of IAMAW District 141, which represents over 38 thousand workers at five airlines, including American. “Machinists Union members have worked closely with airlines and government officials to see these attacks penalized with arrests and legal sanctions. As a result, we’ve won significant new protections for gate and ticket agents. We are pleased to see the leadership at American Airlines taking action, and we support any policies that create safer conditions for our members and our passengers.” 

Incidents reported over the past few days include abusive confrontations involving anti-mask protesters, harassment of elected representatives including Senator Mitt Romney (R-UT) as they moved through airports, and clashes between passengers on-board flights. 

The increased safety measures follow several well-publicized incidents between flight crews and pandemic deniers and were announced on the same day that hundreds of Trump supporters traveled to Washington and invaded the Capitol in an attempt to stop the certification of the election of Joe Biden as President of the United States. 

“We are working closely with local law enforcement and airport authority partners to ensure the safety of our customers and team members on the ground and in the air,” the airline said in the announcement of the new restrictions. In addition to increased staffing and reporting to law enforcement, the airline is also cutting back on alcohol service on some flights as a “precautionary” measure. 

Other airlines are expected to follow American by establishing new policies geared towards protecting airline workers and passengers from attacks, though few announcements have been made.

IAM Local Lodge 1932 President Deryl Gaylord talks with Dave Lehive about one of the largest air transport locals in our union. Based in LAX, Local 1932 represents over 1,600 active members from every airline in the IAM, and their leadership reflects this diverse membership.

Brother Deryl Gaylord is a 22-year veteran of United Airlines who had served in a variety of roles in his local lodge when he joined the IAM organizing team in 2011 during the United/Continental campaign. That experience motivated him to become more active in union work, and after his return to LAX after 7 months on the road, he was elected to the grievance committee and also as vice president of Local 1932. He served as vice president for six years and is now on his first term as president of the local. 

Deryl recognized the work of union activists who blazed the trail before him, especially the late Stephen Cooke, who served as president of Local 1932 and whose legacy benefits IAM members to this day. He also gives credit to committee chairs, EAP representatives, and all the active Local 1932 members who keep doing far-reaching work in the City of Angels.
