2018 MACHINISTS DISTRICT LODGE 141 OFFICER ELECTION

District Lodge 141 has entered into a Voluntary Compliance Agreement with the United States Department of Labor – Office of Labor-Management Standards (OLMS). The IAMAW International President recalled District Lodge 141 By-Laws. District Lodge 141 By-Laws, Article VIII, effective September 1, 2017, has been modified to address compliance issues with the United States Department of Labor – OLMS. In addition, dispensation has been granted by the International President to adjust the dates for notification to members, nominations and endorsement vote of the 2018 Officer election. District Lodge 141 will conduct an election on June 8, 2018, under the supervision of the Department of Labor – OLMS for the following officer positions:

(1) President/Directing General Chairman (PDGC)
(1) Secretary-Treasurer
(1) Vice President – East
(1) Vice President – West
(4) Vice President – At Large
(1) Vice President – Hawaii
(1) Vice President – Guam
(3) Trustee
(24) Assistant General Chairpersons (AGC)

All elected officers will serve four-year terms beginning October 2018.

Candidate Eligibility Requirements

Candidates nominated for PDGC and AGC positions must be members in continuous good standing for at least two years and must be working at the trade one year immediately prior to their nomination and free from any delinquencies of any nature to the Local Lodge, District Lodge or the Grand Lodge (in accordance with the Grand Lodge Constitution).

All other candidates for District Lodge office shall be members in continuous good standing in the IAM District Lodge 141 for at least one year and must be working at the trade for six months immediately prior to their nomination. Additionally, Vice Presidents must be selected from the membership they are to represent and the Vice President – Hawaii must be domiciled in the Hawaiian Islands.

Further, all officers of the Executive Board shall be employed by Hawaiian Airlines, Inc.; United Air Lines, Inc.; American Airlines, Inc.; Philippine Airlines Inc.; or Spirit Airlines, Inc. and such other groups who become affiliated with DL 141.

January 20, 2018 Nominations Meetings and Written Nomination Process

A special nomination meeting will be held by each Local Lodge on January 20, 2018, from 6:00 am – 8:00 am and from 6:00 pm – 8:00 pm for all District Lodge 141 Officers. See Local Lodge Nomination Locations for your home local meeting location.

For this supervised election, District Lodge 141 members in good standing may submit written nominations to their respective Local Lodge Recording Secretary, by mail only, to be received no later than January 20, 2018. Hand delivery of a written nomination is not permitted. Members in good standing and meeting the eligibility requirements set forth under the absentee ballot request requirements shall be permitted to nominate by mail. All nominations, whether mail-in or in-person, should include the following information or the nomination may not be accepted: the nominator’s name, Local Lodge and book number; and the candidate(s)” name, Local Lodge, book number, and the position for which the candidate is being nominated. The nominee and nominator must be in good standing. No nominee may be a candidate for more than one office. Self-nominations are allowed. No seconds are needed for nominations.

February 10, 2018 Local Lodge Endorsement Votes

Each local lodge shall endorse no more than one candidate for each officer position. In the event that a local lodge has contested nominations, local lodge members in good standing will vote by secret ballot for the nominee(s) to be endorsed by the local lodge. District Lodge 141 will post the nominations results and information regarding the Local Lodges requiring endorsement votes on this website, per past practice. The nomination endorsement vote (if necessary) will be held on February 10, 2018, from 6:00 am- 8:00 am and from 6:00 pm – 8:00 pm. See Officer Election Endorsement Vote Locations.

District Lodge 141 will process the requests for nomination endorsement ballots by mail. Members in good standing and meeting the eligibility requirements set forth under the absentee ballot request requirements can request an endorsement ballot by mail. Qualifying requests for nomination endorsement ballots will be mailed a ballot with instructions, as they are received and verified.

Voted absentee endorsement ballots must be received in the mail by the District Lodge Secretary-Treasurer by 12:00 p.m., February 10, 2018 at the address indicated in the ballot instructions.

Local Lodge endorsements will be determined by a plurality of votes for each contested District Lodge office. In the event of a tie in a Local Lodge nomination endorsement vote, the candidate who receives that Local Lodge’s endorsement will be decided by a coin flip, in accordance with the District Lodge 141 Bylaws, Article VIII, Section 8(d). Any nominee receiving endorsements from at least four Local Lodges and accepting the nomination shall be a bona fide candidate and have his/her name placed on the ballot.

June 8, 2018 Officer Election

Local Lodges will conduct the District Lodge 141 Officer election on June 8, 2018 from 6:00 am – 6:00 pm. See Officer Election Vote Locations. Members in good standing, voting at the Local Lodge polling site, must present a valid photo ID, such as a state driver license, company ID, military ID, passport, etc. In order to have his or her ballot counted, regular dues-paying members must be shown on a Local Lodge voter eligibility list. Any voter who does not appear on a Local Lodge voter eligibility list will be instructed to vote a challenged ballot.

Absentee Ballot Process

District Lodge 141 will process the requests for absentee ballots. All requests must be made in writing, by the requesting member and delivered by mail to the attention of the District Lodge 141 Election Tellers. The written request for an absentee ballot must be received by the District Lodge Secretary-Treasurer no later than 3:00 p.m., June 4, 2018. Requests for absentee ballots must be mailed to District Lodge 141 to the following address:

Members seeking to vote by mail will be subject to the same criteria as the absentee ballot eligibility requirements as listed in DL14l Bylaws Article VIII, Section 10. If the records of the District Lodge indicate that the applicant is eligible to vote in the election, the District Lodge Secretary-Treasurer and/or the Election Supervisor shall immediately mail the absentee ballot once ballots have been printed. If the District Secretary-Treasurer determines that the member is not entitled to vote by absentee ballot, the member will be so notified, in writing, as soon as possible but no more than 10 days after receipt of the request for an absentee ballot. All requests denied shall be reviewed by the DOL OLMS Election Supervisor

Members can utilize the Absentee Ballot Request Form or clearly provide the following information in a written request:

  • Purpose of the request.
  • Requestor’s name, street address, city, state and zip code. Absentee ballot packages can be mailed to post office boxes, but requesting members must provide their complete home address if the reason for the request is that they live more than 25 miles from their Local Lodge polling location.
  • Requestor’s signature.
  • Requestor’s Local Lodge number.
  • Requestor’s IAM book number.

The request must indicate which of the absentee ballot eligibility requirements have been met as detailed in the attached requests and in the DL141 Bylaws Article VllI, Section 10.

Absentee ballot requests that are received after 3:00 p.m. June 4, 2018, will not be accepted. Voted absentee ballots must be received at the address listed on the ballot instructions by June 8, 2018 at 3:30 pm Central Time. Due to the breadth of DL 141 members across the United States and certain U.S. territories, members should submit Absentee Ballot Request Forms as soon as possible.

Protest Procedures

Any member in good standing may protest this DOL-supervised election for valid cause. Such protests should be made directly to DOL Election Supervisor Michelle Forsyth in writing: U.S. Department of Labor – OLMS, 230 S. Dearborn St., Room 774, Chicago, IL 60604; or via e­mail: OLMS-DL-141-ElectlonSupervisor@dol.gov. In order to be acted upon, all protests concerning the conduct of the election must be received by the Election Supervisor, in writing, as soon as possible but not later than the tenth calendar day following the election (i.e. announcement of the final tally results).

To reduce the number of workplace accidents at our nation’s airports, union activists promised to form stronger partnerships with airline and industry leaders at the IAM141 Safety Conference, which began on Tuesday.

Bill Salo is the IAM141 Safety Director (United Airlines.) His work has led to safety policy changes at airports around the nation.

The IAM141 Safety Conference is an annual event that brings together union leaders and activists, company representatives and workplace safety experts from around the nation to discuss the topic of workplace safety. Each year, attendees review ongoing safety issues and priorities and develop employee-level strategies for enforcing workplace safety.

Throughout the conference, speakers repeatedly underscored the importance of front-line workers actively partnering with company-based safety teams. “It’s crucial that we’re working with the company.” Said Bill Salo, who, along with Tony D’Aloiso and Kaulana Pakele is a Safety Director at IAM141. “As union members, we sometimes disagree with companies about a lot of things, but safety is not one of them.”

Tony D’Aloiso, IAM141 Safety Director (American Airlines) has helped employee-level safety programs take flight.

Union activists and leaders were quick to acknowledge the need for well-planned company-led safety programs and training but insisted that these programs are not enough by themselves. Worker-led programs and front-line safety reporting are also needed.

Erik Stenberg is the IAM141 Director of Safety. ““The workers have the information that companies need to make policy decisions regarding safety.”

If we can get this information to company managers, they can make better decisions about company policy.”

“We’re trying to work together. We’ve invited the company to attend this conference, and they have been very receptive to us so far.” United, Hawaiian, and American Airlines all sent representatives from management as well as front-line workers to participate in the Safety Conference.

Airline managers are happy to welcome the help of front-line workers. “I think this partnership is great, and it’s here for one goal. And, that’s creating a safer and healthier work environment for everyone.” Said Gary Snead, the Safety Supervisor of Airport Operations at the United Airlines’ massive Houston hub, Gary Snead praised the efforts to team up with union members.

Echoing the sentiments of union-side safety advocates, Snead went on to say, “You know, the company and the union don’t agree on a lot of things, but we are united for safety.”

Kaulana Pakele is the IAM141 Safety Director for Hawaiian Airlines. Pakele has helped ensure that IAM Members have direct lines to management whenever they are reporting safety issues at work.

IAM141 President, Mike Klemm praised the partnerships as he delivered the opening remarks at the 2017 Safety Conference. Pointing out programs such as the GSAP reporting system and the IAM safety tracking system “UnionSafe,” he repeated the sincerity of the efforts of both sides to improve airline safety.

“Safety has improved, and will continue to improve.” President Mike Klemm said, “Obviously, our members coming home, and the company’s employees coming home, the same way they went to work is crucial to both the company and the union. Until we arrive at the day where nobody is getting hurt on the job, we will always strive to improve on safety.”

Dear Sisters and Brothers,

In June of this year, the membership was advised that the TWU/IAM Associations had retained the services of Neutral Joshua Javits to create final integrated seniority lists. Shortly thereafter, Neutral Javits met with TWU/IAM negotiators and seniority committee members to receive their thoughts, input and guidance and then sent a communication to members requesting that they submit comments and information for his consideration during the fact-finding stage of the seniority integration process. Neutral Javits advises that he received 836 comments in total, many of which were lengthy and contained considerable detail, and that he is carefully reviewing all of the comments received. In addition, Neutral Javits has found it necessary to request some follow-up information from the Company in order to complete his work, and the Company is undertaking a review of its records in order to provide the requested information.

It is now anticipated that Neutral Javits will issue his Report and Recommendations and proposed seniority lists in the closing months of this year. Once the proposed lists are issued, affected employees will have 45 days to file in writing any protest they may have regarding their placement on the list. The Neutral will provide details regarding how to file a protest when the proposed lists are published. In addition, we will continue to update the membership as needed regarding the progress of the seniority integration process.
