Machinists and Aerospace Members at Flagship Announce Tentative Agreement

A group of 41 members of the Machinists and Aerospace Workers Union has reached a Tentative Agreement with their employer, Flagship Facility Services. The agreement, which union negotiators announced this week, covers Janitors and Utility workers at the San Francisco Airport Maintenance Base. 

“This Tentative Agreement will significantly raise wages for our members,” said Troy Rivera, an Assistant General Chair at IAMAW District 141, and a union negotiator. “And importantly, it protects what we already had. There were no pandemic-related concessions or givebacks.” 

Under the new deal, Janitors and Utility workers who clean and maintain areas of the SFO Maintenance Base will see their current top wage of $16 an hour increase to just over $19 an hour on the date the agreement is ratified. San Francisco’s minimum wage law sets the low-end pay scale at $18.25, so the new deal represents a real increase of 4% this year or just over $1,600 annually in additional income. This figure will increase to $4,700 for full-timers by 2024.

The new pay scales for Forklift Operators and Leads will top out at a rate of $24 an hour in 2024. “This will bring in raises of more than $10,400 annually for those full-time workers,” Rivera said.

In addition to wage increases, the new agreement would significantly expand union pension benefits. The proposal calls for a 42% increase to pension contributions made by Flagship, which are set to begin over the summer. Over the life of the contract, pension contributions will rise by 71%. The company will make the payments to the IAM National Pension Fund, a defined benefit pension program. 

“Every contract negotiation has challenges that have to be overcome,” Rivera said of the negotiations. “But, in this case, I can honestly say that everyone was bargaining in good faith, and both sides really wanted to get a deal done.”

As for what happens next, Rivera said, “We have a deal that the company has said it will agree to. That’s where we’re at now. Now it’s the front-lines’ turn. On June 16th, it goes to the floor for a vote. If the union at Flagship votes to approve, it will go into effect immediately.”

“The company has agreed to give everyone a bonus on the date of signing, and everyone gets more pension contributions and pay raises starting on that day,” said Rivera.

The agreement would also regulate how the company fills vacancies, how workers accrue sick time and vacation, and adds provisions for bereavement leave, among other improvements.

The deal has earned a unanimous “Yes” recommendation from the union’s negotiating committee and is expected to be approved by frontline members. 

Rivera praised the work done by the Machinists and Aerospace Union negotiators, saying, “Flagship workers could not have had a better team representing them on this.” He expressed his gratitude to the Machinists’ leadership, particularly IAMAW District 141 President Mike Klemm, and to the support of representatives from the IAMAW Transportation Territory. “They made sure that we had all the resources we needed.” 

“The people working at Flagship are hard-working and dedicated employees. In every way, they are an asset to be invested in. They are the single most important part of the company, and I think this agreement goes a long way towards honoring that fact,” Rivera said. 

The Agreement will be presented to Machinists Union members at Flagship over the next few weeks, and a membership ratification vote is scheduled for June 16, 2021.

Change to PBGC Policy Expands Benefits

Some IAMAW union members stand to gain from a recent change to the Pension Benefit Guaranty Corp (PBGC) policy regarding the payment of retiree benefits.

In the past, only retirees could collect benefits from any plan terminated by the employer and taken over by the PBGC. The change allows employees who are still on the payroll to receive benefits.

This change will take effect on June 1, 2021.

The new rules apply to any employee of any company who has had their pension terminated and taken over by the PBGC.

To find out if you are eligible to receive benefits under the new plan, please contact the PBGC directly. Representatives can guide you through the process and give you an estimate of what you are entitled to receive.

IAM Transportation Territory Files to Represent National Airlines Flight Attendants

The IAM Transportation Department has filed an application with the National Mediation Board (NMB) to investigate a representation dispute among Flight Attendants at National Airlines.

A group of National Airlines Flight Attendants sought out the IAM’s assistance to form a union at the carrier and gain collective bargaining rights.
 
“I congratulate these brave Flight Attendants for standing up for themselves and demanding the equal treatment and respect only collective bargaining rights can bring,” said General Vice President Sito Pantoja. “I want to assure National Airlines Flight Attendants that the IAM will stand side by side with them and spare no resource to see that they win this election and bargain a fair first contract.”
 
The Flight Attendants, approximately 35, cited a lack of respect from National management, poor work rules and sub-standard pay and benefits as reasons to form a union.
 
“I am proud that the National Flight Attendants chose the IAM to aid in their quest for respect and fairness on the job,” said Grand Lodge Representative Joe Stassi, who spearheaded the campaign. “National Flight Attendants fly across the globe day in and day out providing essential services worldwide, including transporting US military.”
 
The NMB will docket the case, investigate whether a representation dispute exists and then schedule a representation election if over 50 percent of National Flight Attendants support a representation election be conducted.
 
National Airlines, an Orlando-based carrier, has supported industry and governments, aided military forces and provided subsistence logistics solutions to some of the most remote global locations. National Airlines has grown from a small, regional U.S. cargo airline, to one of the world’s leading air cargo carriers, and ultimately into a passenger airline.
 
The IAM is the largest airline union in North America, representing approximately 100,000 airline workers.

Machinists Support Workplace Violence Prevention for Health Care and Social Service Workers Act

In a letter to House leadership, IAM International President Robert Martinez Jr. is urging members of the House to support the Workplace Violence Prevention for Health Care and Social Service Workers Act, H.R. 1195.

This bipartisan legislation introduced by Representative Joe Courtney (D-CT) would create and maintain needed protections against workplace violence for healthcare and social service workers. 

“Health care and social service workers who are called on to help us and our families in times of need deserve a safe and secure work environment,” said IAM International President Robert Martinez Jr. “This legislation would instruct the Occupational Health and Safety Administration (OSHA) to issue a workplace violence prevention standard requiring employers in the health care and social service sectors to develop and implement a plan to protect their employees from workplace violence.”

A 2016 U.S. Government Accountability Office (GAO) study concluded that rates of violence against healthcare workers are up to 12 times higher than rates of violence for the overall workforce.

IAM Local 2741 Members Ratify Contract at Alstom Transportation

340 IAM Local 2741 members last week overwhelmingly voted to ratify a five-year agreement with Alstom Transportation at their Hornell, NY plant

The contract provides wage increases for both entry level and long-term employees, protects overtime and double time rates, freezes healthcare costs at their current levels until January, 2022 while maintaining the single-tier healthcare contributions. The accord also includes enhanced paid personal time off, with language in the agreement greater than the recently passed New York State law requiring all employees to receive mandatory paid sick time.
“The improvements in this contract were attained because of the unity the members of Local 2741 displayed throughout negotiations,” said Transportation General Vice President Sito Pantoja. “I congratulate our members, the Local 2741 Negotiating Committee, District 19 President Directing General Chairman Mike Perry, Grand Lodge Representatives Gary Naylor and Brianna Gregory and Assistant President Directing General Chairman Kyle Loos for overcoming the obstacles of these trying times to achieve this great contract.” 
Due to COVID-19 restrictions, the Local 2741 Negotiating Committee participated in an online negotiation prep class given by Transportation GLR Brianna Gregory.  
This agreement comes on the heels of the recent announcement that the Northeast Illinois Regional Commuter Rail Corp. (METRA) will have Alstom build up to 500 state of the art bi-level railcars. These cars will be the first bi-level cars ever built by Alstom in the United States.

Machinists Union Launches Groundbreaking Program to Increase Women Involvement in Union

Throughout its history, the IAM has always acknowledged and respected the role of women in the labor movement, even when doing so marked our union as radical. In fact, in 1911, nearly eight years before women were granted the right to vote by the 19th Amendment, the Machinists Union had already opened its doors to women with equal rights, setting the bar for others to follow.

In this tradition, the Machinists Union is rolling out its newest venture, called the “LEADS” program, which stands for “Leadership Excellence Assembly of Dedicated Sisters.” The LEADS Program is a mentoring program designed to continue the advancement of IAM women by offering new pathways to leadership for the sisters of our union family.

“The IAM always leads by example. We have increased participation of women at the local and district levels and many of our Grand Lodge departments are headed by women, but we can always do more,” said IAM International President Robert Martinez Jr. “When the women of the IAM succeed, so too does this union and the labor movement as a whole. That’s why we created the LEADS program, to ensure that the IAM continues to set the bar when it comes to creating the next generation of women union leaders.”

Right now, nearly 20 percent of the IAM membership are women, but that percentage is not reflected in the ranks of Business Representatives and General Chairs. The Machinists want to change that, providing more avenues for women to achieve leadership roles in the union. This mentoring program will provide IAM sisters with the tools and training needed for leadership positions.

Soon, the Machinists Union will create an assembly consisting of at least four women from each district. This group will participate in monthly education and career programs offered by the IAM’s Women’s Department and the William W. Wipinsinger Education and Technology Center, learning the nuances of the various leaderships positions in the union.

Everything from local lodge governance to grievance handling to collecting bargaining and negotiations will be covered in order to fully train the next generation of women leaders in the Machinists Union. They will also receive on-the-job training by shadowing a mentor in the field, participating in shop floor visits, meeting with employees and attending meetings and negotiations.

The LEADS program will offer access and opportunity for the women of the Machinists Union, making sure our union leadership mirrors that of our membership, and setting the IAM on a trajectory for future success and growth.
