Locals play an obvious role in resolving first step grievances quickly at the lowest level.

Beyond grievances, how Members are served by locals is really a matter of choice by the Members, and personalities of those who are appointed or elected into local lodge positions.

While people may assume the local lodge president holds the most visible position, the Grievance Committee Chair Person is really the first line of contact with Members. For example in the upcoming contract talks with United Airlines, communication will be handed off to this web site, and also to local lodge Grievance Chairs. Ideally the Chair Person is a person who is the most visible to Members in two ways. One is by communicating directly and regularly with Members in break and ready rooms, and a second is by holding regular Shop Steward meetings – so that Shop Stewards can do the same. The Grievance Committee Chair also has the important –and discreet– job of handling more serious grievances that have gone beyond a Shop Steward, but that may still be resolved before arbitration at the District level.

Most of the local lodge executive board “serves at the pleasure of the local lodge president.” That’s a long way of saying that local officers decide for themselves how much they want to put into their jobs. Many local positions involve significant volunteer time. Most involve the ability to cast a vote in executive board session. A notable exception is the local lodge president, who can vote only to break a tie.
