Sisters and Brothers,

The Fleet Service Committee met with American Airlines this week in Dallas/Fort Worth.

During this week’s session, the following articles were exchanged and discussed:

  • Overtime – We exchanged our counter proposal with the company and are awaiting their response.  The major issues include: how overtime is proffered and recorded, premium rates, and qualifiers.
  • Vacations – We exchanged our counter proposal with the company and are awaiting their response.  The issues have been narrowed down to vacation accrual and vacation selections for bidding.
  • Part-Time Employees – We exchanged our counter proposal and received the company’s counter proposal.  The only issue remaining is the part-time employee ratio.
  • Limited Duty – We did not exchange a proposal with the company during this session; we are currently finalizing our counter proposal.
  • Reduction in Force –  We received the company’s proposal on this article and held discussions; there was no agreement on the company’s proposal as it does not afford our membership the right opportunities to further their employment options.
  • Recall – We received the company’s proposal on this article and there is no agreement at this time.

There has been no exchange of proposals regarding Recognition and Scope, Medical Benefits, Retirement Benefits, Seniority, Transfers/Vacancies, Classifications, and new Compensation Rates.

District 141’s own Senior Communications Coordinator, Dave Lehive, has won First Place for his photography in the 2016 IAM Photo Contest.

Dave Lehive - District 141 Communicator.IAM photographers from around the US and Canada compete each year to bring the best unposed photography of IAM members at work. Winning contestants are recognized, along with their work, on the GoIAM.org website.

Dave Lehive has been a working photographer and AV specialist for decades, beginning as a Communicator at Local Lodge 1776 in Philadelphia. He began work at District 141 in 2008, and has become the most recognized and prominent photographer in the history of the District. His work is featured on the District 141 Facebook page (Search Facebook for IAMAW District 141) and the District website.

Dave Lehive is motivated by a deep commitment to unionism and to the membership of the IAM. His love of photography and photojournalism helps the members of District 141 learn more about their union, and also helps to promote the hard work of activists around the nation.

The annual IAM photo contest is hosted by the Grand Lodge, and is open to all members in good standing. Learn more at GoIAM.org.

Sisters and Brothers,

As many of you know, last year the District Lodge 141 membership proposed, and the 2015 District Lodge 141 Convention delegates approved, many bylaw amendments.

Those bylaw changes were then put to the entire membership for a referendum vote in December, 2015. One of the amendments approved by the membership changed the required number of Local Lodge endorsements to run for an elected District 141 Officer position from four to 10. Despite the fact that this bylaw amendment passed overwhelmingly, the Department of Labor (DOL) has informed District Lodge 141 that the federal agency believes it violates the Labor Management Reporting and Disclosure Act (LMRDA).

I realize this must frustrate many IAM members who feel their democratic right to vote on how their District should be run is being taken away from them. However, as President of District 141, along with the entire District 141 Executive Board, I feel it is imperative that we be in full compliance with federal law.

Therefore, we will amend the District bylaws so that our great district is in compliance with the LMRDA. Then, all District Officer positions will be up for nomination and election in 2018 during the normal election cycle, and every four years thereafter.

Most importantly, I am proud to say the DOL found no election violations, and absent their concern regarding the requirement to attain 10 local lodge endorsements, our locals conducted a flawless nomination process. In direct discussion with the DOL they made it clear that they did not need any protest to object to the increase. The DOL would have ruled we were not in compliance with LMRDA guidelines regardless. So, congratulations to all local lodge officers for running a well-executed nomination process.

Sisters and Brothers,

The Fleet Service Committee met with American Airlines this week in Chicago.  After much discussion regarding cross utilization in the early part of the week, we made sufficient progress to engage in other areas of our negotiations.

In the meantime, the company has committed to meet with local leaders of the Association to discuss the specifics of cross utilization prior to implementation at a co-located city. We are asking the membership to be diligent in reporting any attempt of co-mingling to your respective union representative, and would like to thank our brothers on the M&R Association Committee for standing shoulder to shoulder in solidarity with us over the cross utilization issue.

In addition to cross utilization issue, the company passed the limited duty article to the committee, and extensive deliberations followed. We will not be accepting the company’s proposal because it disadvantages the members injured while performing duties on the job (IOD/OJI). We continued to exchange multiple existing proposals and spent considerable time discussing these articles.

This week we did reach a tentative agreement with the company on the language regarding temporary assignments, but it is undetermined at this time if this language will be a stand-alone article or incorporated into another article in the final JCBA.

The company has not responded to our last proposals on holidays and sick leave, and the outstanding issues include the number of holidays, the rate of pay, number of annual sick days accrued, and the cumulative maximum sick leave bank.

Voting on the tentative agreement at Philippine Airlines was completed this week. IAM members at Philippine Airlines unanimously ratified the contract, which was signed today in San Francisco.

The contract creates wage increases for IAM members from 2016 through 2019, with retro payments back to July 2016. Highlights of the new agreement include a signing bonus of $500 per member, an increase in pension, an increase in laundry allowance and no increase in medical premiums, adding additional value to the contract.

District Lodge 141 President Mike Klemm would like to thank John Burgwinkel, IAM Committeeperson at Philippine Airlines and Secretary for negotiations for his continual dedication and hard work for IAM members. As well as Sister Sandy Olmos, AGC at District Lodge 141 and Brother Shawn Humpherys, Grand Lodge Representative for their expertize and support. President Klemm would also like to thank Jaime Bautista, President and COO of Philippine Airlines and his entire staff for their seamless negotiations through out the process.
